摘要: Abstract This article explores the conditions under which European policy-making may change domestic structures of member states. It is hypothesized that policies are likely to trigger if: (a) they do not fit corresponding national and (b) provoke sufficient pressure for adaptation'from below from above’ induce public authorities make necessary legal administrative changes effectively implement policy. Such lead a redistribution political resources among actors, producing, in turn, new forms relationship between different levels government as well societal actors.
