摘要: Although the principles of cost-effectiveness analysis have been adopted by health systems worldwide, a large majority countries remain reluctant to specify explicit threshold values for cost-effectiveness. Nonetheless, aiming benchmark what counts as reasonable ‘price’ gains, value is linchpin in framework technology assessment, albeit also controversial one. The desirability thresholds depends largely on three claims: their intention make resource allocation more efficient, aspiration decision-making transparent and objective healthcare sustainable. In this paper, we draw from various disciplines such economics but psychology, anthropology, sociology, political sciences ethics discuss many facets these values, related debate. We issues allocative efficiency, fair decision-making, realpolitik, taboos, institutional justice rule rescue. Based upon considerations, which together substantiate precautionary principle, conclude that case against stronger than favor most are right be use values.
