Policies to support sustainable energy in a competitive electricity industry

摘要: This paper presents an analysis of policy instruments which could be integrated into competition reforms so as to promote a more sustainable electricity industry. These include: voluntary programs, green energy schemes, wires charges, competitive bidding tax incentives, premium buyback rates, portfolio standards, taxes, emissions trading, and market-oriented reduction schemes. The highlights the importance clarifying objectives, optimum choice for reducing greenhouse gas differs from those best suited promoting renewable energy. Criteria used analysing effectiveness instrument achieving change, economic efficiency instrument, equity issues arise implementation, administrative feasibility, its acceptability target groups.
