摘要: Abstract In the British Columbia groundfish fishery (BC fishery), full observer coverage and accounting of discard mortality marketable fish in landing limits resulted low fractions. When individual transferable quotas (ITQs) were additionally introduced, total fractions declined for most species, from 0.20% to 0.10%, after an adjustment period. contrast, US West Coast fishery, which is regulated by 2-monthly limits, has higher (31–43% vs. 14–19% BC). The BC experience suggests that coverage, ITQs, would reduce discarding fractions, but severe catch restrictions on overfished species may limit such reductions.
