摘要: To what extent is the European Union (EU) exercising global regulatory power? This article investigates this question through a comparative study of two significant policy fields: data-protection and banking with special focus on choice instruments. Both cases suggest that actual role EU more complex than either or being subjected to power. concerns not only relationship between member-states. The suggests in better position conclude deals when negotiating competencies sit one institutional actor.
