摘要: Abstract The World Health Organization (WHO) was born after the devastation of War II, as a normative agency endowed with unprecedented constitutional powers. But even it has achieved stunning successes, such eradication smallpox, failed to live up exalted expectations postwar health and human rights movement – exemplified most recently by its inadequate response Ebola epidemic. Our aim is offer innovative ideas for restoring leadership position exercising authority, faces crowded often chaotic global architecture. Before doing so, will be helpful summarize main tensions in today's landscape.
