摘要: Abstract The World Health Organization (WHO) was born after the devastation of War II, as a normative agency endowed with unprecedented constitutional powers. But even it has achieved stunning successes, such eradication smallpox, failed to live up exalted expectations postwar health and human rights movement – exemplified most recently by its inadequate response Ebola epidemic. Our aim is offer innovative ideas for restoring leadership position exercising authority, faces crowded often chaotic global architecture.
