Governing the transition of socio-technical systems: A case study of the development of smart grids in Korea

摘要: Abstract This paper examines the motivations, processes and outcomes of development smart grids in South Korea through perspectives governance innovation systems. Drawing on desktop research semi-structured interviews, this has two major findings. First, been shaped by various factors including macroeconomic policy, role government, experimentation. The complex interactions between these at landscape, regime niche levels impacted grids. Second, while Korea's government-led approach its strengths driving change, it also exposed weaknesses country's ability to mobilise private sector consumer participation. Major obstacles partial electricity market reform public distrust exist. A systemic perspective is needed for policy order accommodate changes required grid development. Regulatory reforms, particularly price-setting mechanisms, engagement are priority areas change.
