Why Do Non-partisans Challenge Parties in Local Politics? The (Extreme) Case of Poland

摘要: The article concentrates on recent successes of non-partisans (independents) in Polish local government. A majority mayors and councillors remains unaffiliated with any party—in this respect Poland is an outlier among European countries. examines both the factors determining cross-national variation level government partyness those causing differences between municipalities. analyses elections held 2006 2010 demonstrate that non-partisans' are primarily due to previous election results (the advantage incumbency); a possible ‘partisan offensive’ colonise new resources politics sluggish.
