摘要: The frequency of intense floods and storms is increasing globally, particularly in Asia-Pacific, amid the specter climate change. Associated with these natural disasters are more variable extreme rainfall temperatures as recorded publicly available databases for world, Philippines, case examined detail. risks events resulting from a confluence three factors: rising exposure populations, vulnerabilities, changing nature hazards themselves. All factors contributing to increasingly turn into disasters. economies along coastal areas South, Southeast (for example Philippines), East Asia at greatest risk, heaviest toll on low- lower-middle-income economies. These catastrophes threaten otherwise dramatic progress poverty reduction past decades Asia-Pacific. This outlook points urgent need not only adapt their capacity relation disasters, but also mitigate change that seems underlie new trends. [DISCUSSION PAPER SERIES NO. 2012-16].
