摘要: The spatial inequality of the environment arises as a planning problem when structure different districts city is distinctly different; Differences that require programming solutions for regions and meeting objective creating equality in city. Nobahar Vaki-Agha are two with unequal urban space located north south Kermanshah Iran. district characterized by regular geometric pattern, medium large granularity, semi-compact texture, granularity parts. Vakil-Agha physical exhaustion, lack safety standards, solidity. Despite fact infrastructure services possess identity values, they have low level housing status.Considering conditions laws Iran, best option basis this research, pattern citizen participation affairs mitigating inequality. research method descriptive-analytic. path analysis study was conducted using LISREL8.5 software. ANOVA test used to determine difference between variables based on gender, age dependency. participants included all caretakers households living Kermanshah. results showed citizens Iran particular Kermanshah, both Vakil-Agha, faces some structural, socio-cultural, political-managerial, legal barriers. In cases, despite emphasis senior management municipality necessity affairs, not pursued managers citizens, mostly formal symbolic. obtained model can be solution managing human environments
