摘要: This chapter reviews the conception and implementation of water governance by major international organizations contrasts them with multiplicity institutions property rights found in most river basins. In contrast to more top-down orientation governance, we propose a form policy analysis that emphasizes bottom-up approach, beginning users extending through multiple levels governance. Such an approach problem solving, diverse rights, quality linkages across organizations, role courts resolving conflicts establishing rule law. We conclude considering how sustainability may be realized complex basin settings.
