摘要: This paper explores the nature of conflict and how institutional failure may be a primary cause over natural resources. Typologies for studying conflicts are reviewed typology specific to tropical fishery is proposed. Using data from three fisheries, it shows emerge they managed.1 The concludes that local level management can successful, but, without proactive support higher levels government underlying causes unlikely removed in long term.
