摘要: The privatisation of utilities was advocated as a policy which would enhance efficiency. Ultimately, these efficiency gains benefit customers, resulting in lower prices and / or higher-quality outputs. In the electricity supply industry, accompanied by much more explicit attempt to restructure with aim enhancing competitive pressure. 1980s witnessed succession attempts introduce competition into industry. 1983 Energy Act addressed entry conditions, but practice left dominant incumbent, state-owned Central Electricity Generating Board, position manipulate tariffs disadvantage entrants (Hammond, Helm Thompson 1986).
