摘要: ESEA Title I is termed a categorical grant program that provides funds to State Education Agencies (SEA's) distribute their eligible Local (LEA's) which, in turn, are responsible for designing and implementing local projects. legislation has relied the past on three-tiered evaluation reporting system.
