摘要: The early focus of environmental quality was on air and surface water pollution. Land disposal its impacts were essentially unregulated; in fact, such eventually exacerbated due to the protection. An understanding groundwater contaminant transport not developed until 1970s 1980s. For most twentieth century, pollution definitions rudimentary expressed terms “conventional pollutants,” as suspended solids, bacteria, dissolved oxygen, nutrients. A chemical definition did really first appear US Environmental Protection Agency established 64-chemical Priority Pollutant list 1976. Early regulation nuisance-based enforced a case-by-case basis using riparian rights common law notions. By contrast, today statutes regulations provide highly structured framework for discharge compliance remediation legacy contamination.
