摘要: Concern about costs in the early 1980s led both Congress and newly installed Reagan administration to initiate an intensive review of eligibility for disability benefits under Social Security system. Within a year it became apparent that high percentage mentally disabled were being declared ineligible. Much problem derived from use outdated criteria determine mental disability. After protracted struggle, executive branch yielded pressure various advocacy groups, as well judiciary legislative branches, began revise on basis contemporary psychiatric rehabilitation standards.
