摘要: User fee for healthcare continues to be used in many countries despite the extensive documentation on impoverishing effect households. The literature has also analyzed of user quality care both rich and poor. purpose this study is find factors affecting physician’s behavior, under a payment mechanism with an exemption program poor, when choosing treatment poor non-poor patients. examined were effort input, fine, cost investigation, costliness government, severity illness proportion results showed that regulated cannot effectively implemented without government investigation or monitoring health provider’s choice. possibility provides incentive provider choose proper are likely high risk than non-poor. An important result can deteriorate received by rich, through excessive treatment, especially developing economies where there small rich. Improvement innovative technologies reduce revenue collection, input improve provided patients regardless income status.
