摘要: A fundamental element of Copernicus, the EU's Earth Observation and monitoring programme, is development operation an independent, dedicated sustained space-based observation infrastructure. Six series so-called Sentinel satellites ensure continuity until 2026-2028 (First Generation). The “CSC Expansion” programme includes new missions that have been identified by European Commission (EC) as priorities for implementation in coming years. Among presently under preliminary design phase, Copernicus L-band SAR will support key policy objectives through filling gaps current satellite constellation provide enhanced diverse operational services, supporting down-stream commercial institutional users. The mission named “Radar Observing System Europe L” (ROSE-L), to indicate its capability work synergy with other SAR-based space elements operating at a different frequency (particularly Sentinel-1 C-band) Systems (SoS). In frame carried out preliminarily system, ESA Mission Advisory Group (MAG) helps advice on requirements. requirements are mainly inspired service needs, being collected MAG looking previous studies, EC Service evolution document, well outcome specialised workshops application fields. Due longer wavelength penetration capabilities, L-Band observations from additional information cannot be gathered means, instance volumetric targets (vegetation, forest, ice, etc…) or moisture content. ROSE-L capable address important measurement space, leveraging unique land, disasters geohazards cryosphere. This collection ground motion high-resolution soil vegetated areas, provision vegetation biomass data, improved land cover. quantification scattering contribution another factor better coherence signal interferometric applications. interaction mechanisms also bring when exploiting multifrequency datasets, e.g., sea ice observations. Being complex overall observations, improving their accuracy, products quality, temporal spatial resolution data. A summary what able user community given during conference, discussing can which performance parameters (resolution coverage) considered necessary fulfill needs.
