摘要: Solar photovoltaic technologies have for some time been promoted as a cost effective means of rural electrification in developing countries. However, institutional structures resulting poor maintenance adversely affected the sustainability past solar projects. In Fiji, Renewable Energy Service Company (RESCO) program is latest attempt to promote solar-based fee-for-service model, aiming remove high upfront capital costs associated with and using public–private sector partnership maintenance. This paper assesses survey interview data. Major flaws are identified, relating incorrect treatment principal–agent problems, information asymmetries, motivational resourcing government agencies. General lessons home system models emerge, including that incentives stakeholders must take centre stage designing administering such programs, active support ownership required make programs sustainable.
