摘要: Throughout the world, alcohol and drug problems are costly to societies health social functioning of their citizens. In early 1980’s, World Health Assembly identified related consumption as “among world’s major public concerns” (Jernigan, Monteiro, Room & Saxena, 2000). Since then, use has increased in both developed developing countries. As an introduction for chapters which follow, this chapter provides a brief overview scope cost various parts discusses limited capacity specialty agencies treat them, presents case study illustrates impact on community agencies. A very sensible approach, emphasized throughout book, is implement prevention treatment interventions within where individuals with these naturally found, rather than focusing scarce resources settings that see far fewer individuals. Primary care criminal justice deserve particular attention regard.
