摘要: We explore the responsiveness of Eisenhower administration and Federal Housing Administration to fair housing policy direction initiated by President Truman culminating in passage Fair Act 1968. Political legal developments during presidency started nation down road a federal policy, but eight years Republican rule under Dwight D. allowed FHA return, at least part, old segregation practices - or develop new ones. The major reason for FHA's lack is apparent from this research. discrimination were clearly not priorities Eisenhower. As result, Eisenhower's appointees, with their business, banking, real estate connections, naturally adhered basic that had characterized agency throughout its history. From creation until 1949, it encouraged FHA-insured housing, so trajectory agency's was well established. When Supreme Court's decisions Shelley v. Kraemer (1948) Hurd Hodge indicated would have alter responded slowly grudgingly. Yet before significant change forthcoming different path firmly established FHA, swept into Washington, appointees possessed same type conservative political economic views traditionally dominated agency.
