摘要: Resumen El uso de Recursos Forestales No Maderables (RFNM) puede crear oportunidades desarrollo para poblaciones locales; pero ello requiere determinadas condiciones. En Mexico, el RFNM considerados oficialmente como “amenazados” es regulado por Unidades Manejo la Conservacion Vida Silvestre (UMA), un instrumento que busca conciliar conservacion biologica con local. Sus resultados varian en funcion las caracteristicas del contexto se aplica. La mayoria UMA sur pais, especialmente RFNM, muestran poco alentadores, pues no consideran su diseno e implementacion, complejidad y diversidad condiciones presentes los espacios rurales esta region. Aqui analizamos implementacion una palma camedor dos comunidades Selva Lacandona, Chiapas, a traves registro etnografico, entrevistas profundidad cuestionarios socioeconomicos. Argumentamos parten concepcion simplificada realidad compleja donde implementan trastocan equilibrio poder; burocratico sobre-regulatorio fomenta discrecionalidad, simulacion corrupcion, lo acentua exclusion favorece elites locales. Abstract The use of non-timber forest products (NTFPs) can create development opportunities for local populations, but this requires certain conditions. In the NTFP considered by government to be “at risk” is regulated “wildlife conservation management units” (UMAs), policy instrument that seeks reconcile biological with development. Its effectiveness varies according context in which applied. majority UMAs south particularly NTFPs, have shown less than encouraging results, partly because their design and implementation do not take into account complexity diversity conditions present rural areas part country. Based on ethnographic observation, in-depth interviews, socioeconomic surveys, article analyzes palm (palma camedor) two villages Lacandon rain Mexico. We argue these assume simplified conception complex reality communities, alters balance power. bureaucratic overregulating character generates discretionality, simulation, corruption, turn accentuates exclusions favors elites.
