ENGOs, EU accession and empowerment: the case of land rationalisation in Malta

摘要: This paper analyses whether EU Accession has helped empower Maltese ENGOs, with specific reference to the land rationalisation issue between 2006 and 2010. was characterised by Government’s decision extend development boundaries prior 2008 general elections. Malta’s environmental movement opposed this lobbied at national European levels. Even though became one of most prominent issues time, ultimately failed change decision. argues that, respect land, accession alone is not sufficient as process mediated other overdetermining factors.
