摘要: This dissertation explores the underlying concepts of enterprise zones, assesses their effectiveness, and seeks to identify conditions under which zones work. It covers 70 in California, Delaware, Maryland, Pennsylvania Virginia (roughly one-tenth nation's locally administered established before 1987). first reviews previous studies exposes common methodological problems theoretical weaknesses they confront.
