摘要: This paper formulates and estimates an economic mode1 of landlord housing abandonment, using New York City data. A major focus the study is to investigate importance property taxes in abandonment decision, as opposed such factors types buildings or characteristics households occupying neighborhood. There are two results: first, cities can reduce rate by initiating foreclosure soon go into arrears on tax payments (rather than allowing a grace period), second, important significant determinant rates. The benefits costs policy whereby would systematically blighted neighborhoods lowering assessment levels also explored.
