摘要: This paper examines whether changes in sources of city revenue are aligned with differences local power structures. Examining change per capita revenues and shares from different 1977/78 to 1986/87, the results show that, while there was much variety inter-city changes, consistent patterns were present. In particular, collection influenced by relative importance non-residential sectors levels home ownership. Taken together these indicate that new more favourable for owners than businesses, although countervailing tendencies areas high unemployment large non-white populations.
