The Development of Australia's Oceans Policy : Institutions and the 'Oceans Policy Community'

摘要: In December 1998, the Howard Government released Australia's Oceans Policy (AOP), a major initiative focussed at providing framework for implementing integrated ecosystem based management of vast marine domain. This paper utilises policy community approach to review processes and institutions that led development AOP. The argues despite significant change affected by both external domestic drivers, key element in shaping responses AOP has been stability within shaped paradoxically 'offshore federalism' made it difficult implement fully oceans policy. Analysis implementation indicates changes ocean related policies embodied have driven several interrelated factors. These include debates over appropriate resources between sectoral groups; coordination resource state Commonwealth governments; commitments international instruments. New institutional arrangements established such as National Office, Ministerial Board, Advisory Committee Regional Marine Plan Steering Committees, reflect commitment towards but same time confront legal jurisdictional following quarter century
