摘要: Following the growth of nature based tourism, na- tional parks and other protected areas have become important tourist attractions. This article examines legislative process revising Act on Pallas Yllastunturi National Park, located in northern Finland, to enable renovation enlargement old hotel. The first draft government bill published 2008 led widespread public opposition, thus, construction rights were reduced substantially before new was passed 2010. main question this is why Finnish govern- ment changed its policy national park governance that had ex- isted for decades. We assess extent which changes can be interpreted as part worldwide neoliber- alization nature, well what kind forces values work against neoliberal management ideologies. examine how proceeded Parliament analyse grounds hotel defended opposed discussions. Finally we ponder political disagree- ments are explained by frames. conclude ne- oliberal element one process, but it intertwined with local reality creating results hardly resembling textbook definitions or classic liberal ideals. Mixed ideologi- cal principles, contextual economic conditions, complex de- pendencies between individual actors create cases must analysed carefully find out if elements really exist they transformed. Close relations creation monopolies should raise doubts vocabulary liberalization just a disguise actions supporting hidden interests.
