REINVESTING IN CHILDREN? POLICIES FOR THE VERY YOUNG IN SOUTH EASTERN EUROPE AND THE CIS

摘要: Economic collapse in the former Communist bloc led to soaring levels of child poverty 1990s. The effects rising unemployment, underemployment and wage arrears were exacerbated by erosion state support for families with children as governments responded a revenue. Since 1998, even poorer countries - those South Eastern Europe CIS have seen return economic growth. But benefits growth been felt children? Are policies being restored or restructured conditions improve, what effect? This paper examines three aspects government youngest – maternity leave policy, family allowances pre-school/nursery provision. calls donors pay greater attention needs very young children. It substantial increase public spending on each these policy areas, it further recommends that (a) introduce proxy means tests improve targeting allowances; (b) make benefit available social assistance well insurance basis; (c) commitment ensuring all 3-5 year olds free access some early years education week, albeit part-time basis.
