摘要: In this paper, we present evidence of the need for specification property rights associated with airport departure and arrival time slots then provide rationale means using auctions to allocate such rights. We a historical look at slot allocation in U.S. consequences prior current practices on both safety competition. It is shown that particular characteristics aviation suggest three types market mechanisms: an auction longterm leases and/or slots, supports inter-airline exchange long-term near-real-time allows day operation. describe how certain concepts tools underlying Collaborative Decision Making (CDM) natural basis developing nearreal-time broad overview special appropriate research topics.
