摘要: Once a political community has decided which of its members are to participate directly in the making collective policy, an important question remains: “How many them must agree before policy is imposed on community?” Only if participation limited one man does this become trivial. And choice decision-rules may seem only little less than rules world so largely governed by committees, councils, conventions, and legislatures. This paper about consequences these for individual values. Both oral written traditions theory have generally confined search optimal (or “best”) three alternatives. The rule consensus tells us that all direct participants be imposed. Majority-rule more half concur it initiative (as we call it), holds when any single participant approves it. These decision-rules—“everyone,” “most us,” “anyone”—are terribly important, but they cannot said exhaust available alternatives. The list alternatives just as long committee's roster. committee would ‘consensus,’ ‘majority’ ‘individual initiative’ possibilities. In n members, possible rules. Let decision-rule minimum number individuals (k) required impose policy.
