Measuring Small Business Participation in Air Force Contracting: The Impact of Acquisition Reform

摘要: Abstract : Congress has mandated the Air Force to reform and streamline its acquisition procedures while promoting participation by small business contractors. Reports on federal government as a whole suggest that reforms have had negative effect participation, with declining number of businesses receiving contract awards. A causal regression model is used determine actually increased awards over past thirteen years maintained steady stream new into group. Variables are tested their participation. Those tests reveal government-wide agency orders placed useful for predictive purposes. The research also identifies two performance measurements office: total contractors
