Measuring the Impacts of Saffron Production Promotion Measures on Farmers’ Policy Acceptance Probability: A Randomized Conjoint Field Experiment in Herat Province, Afghanistan

摘要: The government of Afghanistan promotes saffron production as a means to achieve economic development while reducing the widely spread opium cultivation in country by providing necessary support its farmers via farmer service centers. This study investigates causal effects relevant attributes potential promotion policies on participation probabilities farmers. applies randomized conjoint experiment primary survey data 298 Herat Province, which is perceived center country. proposed hypothetical policy consists six attributes, namely, provision machinery equipment, weather-based crop insurance, accessibility long-term loans, location centers, provider services, and annual payment. In design, respondents rank two alternative against status quo. desirable comprises provision, (up 5 years) loan accessibility, an easily accessible center, implementation international non-governmental organizations (NGOs). estimated results reveal that are highly supportive their willingness pay high 17% per capita income.
