摘要: In this paper the authors describe philosophy and basic features of SIRO-PLAN land-use planning method. This is a procedure developed to suit Australian institutional arrangements for widely applied in that country since mid-nine teen-seventies. It may be applicable other countries. Plans are evaluated method terms their effectiveness incorporating guidelines or policies expressing attitudes interest groups towards major issues being addressed by process.
