摘要: Abstract As more utility markets are deregulated and competition is introduced, there an increasing need to understand how the planning methods used under monopoly have change take new environment into account. Although this might seem relatively trivial, it has been a major problem for large number of utilities which continued using same approaches that they when were monopolies. In paper, we first describe which, conditions, gave rise use mainly operational research planning. We then argue deregulation changed fundamental assumptions, making less useful after deregulation. Finally, review should consider formulate strategy in markets.
