International concepts and agendas of Lifelong Learning

摘要: International organisations were the main proponents of Lifelong Learning when concept was first developed in early 1970s. Although different used labels—Lifelong Learning, recurrent education, education permanente—they all emphasised that learning is a lifelong process and should be organised around principle. In 1990s idea re‐emerged, again conceptualised propagated by international organisations, this time however with strong human capital rationale. Unlike generation notion new espoused both governments Western industrialised countries industry. The author critically discusses role conceptualisation implementation Learning. He argues do not operate on their own but debates agendas are influenced national who use them for pushing legitimatising political agendas.
