Conditions for effective mechanisms of compensation and rewards for environmental services

摘要: This is the 7th paper in a series of 9 papers prepared as part pan-tropical scoping study compensation and rewards for environmental services: conceptual framework (ICRAF Working Paper 32), 5 issue Papers 36, 37, 38, 39, 40) 3 workshop reports 33, 34, 35). considers conditions that determine effectiveness reward mechanisms. The takes deductive inductive approaches to addressing question. A 11 hypotheses are derived from theories institutional change, policy diffusion, co-dependence between different types instruments. Eight case studies, all which were considered at regional workshops on services, reviewed latter paper. cases, Latin America, Africa Asia, cover range services contexts. Overall results suggest following be important many cases: (1) market opportunities localized scarcity particular services; (2) international agreements, organizations, networks; (3) government policies public attitudes toward responsibility, security individual group property rights, markets; (4) strength regulatory regime affecting environment.
