摘要: Traditional approaches to policy-making, in Australia and elsewhere, have assumed that policy-making processes are, ought be, centralised hierarchical. However, policy networks emerged as an alternative model of particularly Europe. Policy been a regular feature Australian though usually under government sponsorship on the government’s terms. Recent developments suggest governments may be encouraging more independent less ‘top-down’ approach use networks. The Coalition Government’s engagement ‘social coalition’ welfare reform, through Reference Group Welfare Reform, provides interesting case study this trend.
