JAPANESE COASTAL FISHERIES MANAGEMENT AND INSTITUTIONAL DESIGNS: A DESCRIPTIVE ANALYSIS

摘要: This paper provides a brief description of the two key institutional designs Japanese coastal fisheries and their role in cooperative fishery management. It is well known that management regime utilizes cooperatives, called Fishery Cooperative Associations (FCAs), which are granted territorial user rights (called common fishing rights) established by law for capture within waters its jurisdiction. What not so how exactly these features function operate as to enhance managerial capability over fisheries. FCA collective body individual units (individual, household, or small company). Managing via therefore necessarily involves conducting action successfully, large regarded very difficult task. To explain bringing such cooperation into action, this constructs theoretical foundations theory clubs. The argument Japanese-style regimes transform impure public goods – characteristic pool resources class club goods. Excludability benefits against nonmembers achieved legally administers, limiting inflow potential new members done FCA’s membership control. Based on recent field research FCAs acquired documents, will illustrate mechanism makes transformation possible.
