摘要: The text discusses the new modes of government and regulation through instruments, within scope which knowledge becomes a policy instrument vehicle used to regulate social actors. This takes place in background public action characterised by increase number actors bodies involved. Based on documental analysis an interview with Minister Education, we gauged infl uence Programme for International Student Assessment (PISA) decision Portugal. More specifi cally, decisions made 17th Constitutional Government are analysed, cited PISA results legitimise various education policies. A change has taken -making process, renewal foundations legitimacy, based more scientifi c grounds less ideological thinking.
