摘要: Abstract Scenarios that portray alternative governance regimes may help support positive change in regions face persistent water problems. Here, we explore this proposition using the case of Guanacaste, Costa Rica – a region faces conflicts and climate impacts. We developed five scenarios formative participatory approach with system, consistency, diversity analyses, visualization. In one scenario, surfaced due to opaque not accounting for communities opposed suspect alliances agencies developers. another, challenging contexts overwhelmed fragmented causing dissent; which contrasted another scenario where engaged vertically accountable schemes fit unique dry tropical regional context collectively mitigate Governance though, return historical precedent, could alternatively function through top-down safeguard rural lifestyles; or, operate minimalist fill only technical roles. The building process facilitated diverse stakeholders collaboratively articulate schemes. practical value scenarios, however, found depend on efforts before after study successful integration those efforts.
