摘要: Abstract To be cost effective the abatement greenhouse gases should spread across spectrum of emission sources. While energy production generates largest share gases, emissions produced by vehicular transport in Australia is still a significant contributor and bear at least some burden abatement. Approaches to reducing have tended thus far focus on industry. In sector, this industry-based approach has focussed standards. But truly effective, incentives reduce need targeted point use, both industry private individuals. This paper explores benefits limitations adopting mixed incentive scheme applied fuel consumers gas from transport. The proposed consumer-based carbon reduction (CBCRI) incorporates elements tradeable permits, taxes subsidies.
