摘要: The development of an energy reform strategy based on the market economy so as to introduce competition in segments is crucial importance for provision a stable and favourable environment investments. Reform strategies have begun developing most 12 Mediterranean Countries North Africa Eastern Mediterranean, especially context Euro-Mediterranean Free Trade Area. Even though sector reforms been initiated, they are still at early stage these countries. majority utilities remain state owned, vertically integrated monopolies. Few countries established regulators, where have, institutions many difficulties effective development. In addition, virtually absent from sector, private participation has confined independent power plants, which tend be introduced into unreformed sectors. aim this paper propose by 2010 terms regional oil, gas electricity sectors
