摘要: Tropical forests produce environmental services for the entire planet, yet they are ruled by sovereign states that use them mainly as economic resources. Hence, term “global public good” does not strictly apply, making task of achieving global management more complex and hindering progress with Forest Convention. Although an international forest regime appears to be in making, it remains embryonic. Adopting multilateral instruments would work a catalyst system this type. Discussions and negotiations converging on approach that compensates “avoided deforestation”, which could implemented through various market-based mechanisms or financial schemes. However, the principles underlie being discussed present serious difficulties reconciling required efficiency expectations some developing countries.
