摘要: Abstract This paper focuses on the impact of EUAs optimal policy a competitive electricity producer. The effect grandfathering is consistently shown to introduce significant distortions system. It theoretically that there threshold value carbon price so that, for prices above this, EUA becomes an incentive reduced production rather than penalty inefficient producers. These theoretical results are supported by data one producer from Italy and Germany. Furthermore, empirical evidence concludes high level free allowances may generate shift in less more polluting technologies.
