On the efficiency of environmental service payments: A forest conservation assessment in the Osa Peninsula, Costa Rica

摘要: Abstract This study examined the efficiency of programs supporting conservation forest resources and services through direct payments to land owners; or for environmental (PES). The analysis is based on a sample farms receiving not PES in Osa Peninsula, Costa Rica. Results indicate that have limited immediate effects region. Conservation impacts are indirect realized with considerable lag because they mostly achieved use decisions affecting non-forest cover. seem accelerate abandonment agricultural and, this process, regrowth gains services. would be double gain (current plus future services) except our results also suggest that, absence payments, cover probably similar non-PES take place, albeit at slower rate. These findings important policy implications. Specifically, locally, could more effective if used restoration purposes. In their current form, landholders no long term obligation let abandoned lands revert forest. Payments remove uncertainty. Because outcomes, may insufficient larger geographic scales there other areas where risk habitat service loss higher. short run, better invested these higher-risk areas. At general level, lends support growing expectation project administrators improve capacity target most needed simply wanted.
