摘要: Summary Independent System Operator (ISO) needs to draw sufficient attention transmission congestion management (TCM) for guaranteeing power system security when deciding about a proposed generation plan (PGP). To this end, paper proposes multi-attribute decision-making approach. The procedure considered PGP includes three major stages: (1) Obtaining different attributes of TCM all scenarios, i.e. the normal operating case and contingencies due outage components before after implementation PGP. (2) Identifying effective scenarios For purpose, two approaches are applied, one which ISO could adopt based on its managerial point view: (a) A conjunctive approach in meeting minimal predefined thresholds their obtained selected. (b) pessimistic data envelopment analysis introduced by Charnes, Cooper, Rhodes (CCR-DEA) severest 3) Calculating each scenario's Degree Severity (DOS) using Technique Order Preference Similarity Ideal Solution (TOPSIS) comparing sum DOS an acceptable PGP, scenarios' should be less than that before. is applied IEEE Reliability Test (RTS) results analyzed.
