Berlin’s electricity distribution grid: an urban energy transition in a national regulatory context

摘要: ABSTRACTGermany has set ambitious targets to transform its energy system from being based on fossil fuels and nuclear renewable energies, requiring electricity grids be upgraded. As a result there is significant public pressure in some German cities exert greater local control over distribution infrastructure. A case study approach was used investigate contestations around ownership governance of Berlin’s grid. Actors at the level perceive national institutional framework supporting liberalised markets as not designed adapt challenges Energiewende (energy turn) instead hampering investment, innovation involvement actors. By analysing politics grid governance, emerging tensions between regulatory more locally bounded visions, our contributes academic debate urban transitions.
