摘要: Since transportation infrastructure projects have a lifetime of many decades, project developers must consider not only the current demand for but also future demand. Future is course uncertain and should be treated as such during design. Previous research Southwest Region University Transportation Center (Report 167556) explored impact uncertainty on roadway improvements found neglecting to lead suboptimal network design decisions. This extended in work by considering motor vehicle traffic, other modes well. The first half this report examines problem flexibility face when constructing potentially revenue-generating toll road project. Demand are considered way bilevel stochastic recourse model. results from test network, which closed form solution possible, indicate that value directly depends initial conditions, variance travel demand, pricing second integrates Environmental Justice into transit frequency-setting while protected populations. overarching purpose improve access via basic amenities to: 1) reduce disproportionate burden dependent populations’ experience; 2) increase financial security low-income households giving them feasible option their dependence autos. example application illustrates how formulation successfully increases employment opportunities residents areas with high percentages persons, well demonstrates importance locations populations employment.
