摘要: Complex and multifaceted problems such as emergencies typically require coordinated effort by a network of different organisations. These networks rely less on formal hierarchical structures instead have stronger focus allowing the dynamics to emerge in process collaboration. A balance has be achieved between internal various member organisations that make up one hand, emerging collaboration itself other - precise nature this will depend context. To help those making decision how achieve balance, we developed framework describing four archetypal networked organisations: fragmented, deconflicted, coordinated, collaborative agile. The archetypes two purposes. Firstly, they can used guide adapt changing administrative societal contexts. Secondly, express development response organisation particular emergency situation.
